Are you house-hunting in Sheffield for the upcoming academic year? Rental laws have recently changed. Under the Renters’ Rights Act (RRA), rolling monthly tenancies have replaced traditional fixed-term contracts.
This shift gives renters extra flexibility. However, it raised a big question for university towns: if contracts do not automatically end in summer, how do student houses become available for new freshers each September?
The government introduced a special legal rule called Ground 4a.
Ground 4a lets student housing providers end tenancies at the finish of the academic year. This process guarantees incoming students will always find a place to live. However, the property must first pass the mandatory “Student Test”.
Here is how Ground 4a affects you and your housemates, why your group must consist of 100% full-time students, and how Thornsett keeps the process stress-free.
1. What is Ground 4a (and Why Does It Matter to You)?
Ground 4a is simply the legal mechanism that keeps the annual student housing cycle turning. You can read the GOV.UK official Renters’ Rights Act guidance for full details.
Because tenancies are now rolling contracts, Ground 4a allows landlords to give notice at the end of the term (typically between 1 June and 30 September). Outgoing students can then move on, and incoming students can move in smoothly.
For Ground 4a to apply to a shared house or HMO (House in Multiple Occupation), a property must meet four conditions:
Shared house or HMO: The property has three or more occupants sharing facilities.
The Student Test: Every resident in the house is a registered, full-time student.
The Move-Out Window: The tenancy ends within the summer academic changeover window (June to September).
Re-letting to Students: The landlord will let the property to a new group of full-time students for the next academic year.
For 99% of students moving in with university mates, Ground 4a operates quietly in the background. It ensures you get a guaranteed move-in date and a smooth transition at year-end.
2. Passing the “Student Test”
The law requires accommodation providers to verify that every tenant is a full-time student. This protects student housing from misuse. You must enroll at a recognised university, such as the University of Sheffield or Sheffield Hallam University.

What counts as valid proof?
An official Council Tax Exemption Certificate. You can easily download this via the Sheffield City Council student discount portal or your university portal.
A formal Confirmation of Enrolment Letter showing your full-time status and course dates.
Note: A student ID card usually isn’t enough on its own because it does not state whether your course is full-time or part-time.
3. Why Group Members Must ALL Be Full-Time Students
Pay close attention to this rule when assembling your housemate group.
In the past, groups of four friends often shared a house where three were full-time students, and one was a working graduate, a part-time student, or a full-time worker.
Under the new law, student HMOs cannot house mixed households.
The “All-or-Nothing” Rule
Ground 4a operates on an all-or-nothing basis. If even one person living in a shared house is not a full-time student, the property fails the Student Test.
Why this matters for your group: If a house fails the Student Test due to a non-student resident, landlords cannot use Ground 4a. Consequently, we cannot legally protect that house as dedicated student accommodation for the following year.
To protect the student housing supply for future years, Thornsett strictly requires 100% of occupants in our shared properties to be full-time students.
What if someone in your group isn’t a full-time student?
Graduating friends: If a housemate graduates this summer and takes a full-time job in Sheffield, they should look at professional lets or private 1-bedroom flats. They cannot join a student HMO share.
Working partners: If you plan to live with a full-time working partner, our individual 1-bedroom or studio flats outside the HMO category are the best fit.
Part-time courses: If a friend switches to part-time study, double-check their official enrolment status with the university before adding them to your contract.
